1.0 GLOBAL COMMONS Global commons have been traditionally defined as
those parts of the planet that fall outside national jurisdictions and to which all nations have access. the international law identifies four global commons namely; the high seas; the atmosphere; Antarctica and the outer space. These areas have historically being guided by the principle of the global heritage of humankind the open access doctrine of mare liberum (free sea for everyone)in the case of the high seas. Despite efforts by governments and individuals to establish property rights or other forms of control over most natural resources, the global commons have remained an exception
